The first priority is an evidence-based position on scope, schedule, cost, change, risk and contractual obligations. Teams need permission to distinguish confirmed facts from assumptions and unresolved claims.
Reduce the decision backlog
Critical decisions should be prioritised by their effect on safety, programme, cost and future options. Each decision needs a clear owner, the minimum evidence required and a date that reflects its real consequence.
Reset accountability
Recovery plans fail when actions are distributed without ownership or realistic capacity. Responsibilities must be explicit, interfaces actively managed and progress reviewed at a cadence matched to the urgency of the work.
Keep the recovery practical
The plan should be detailed enough to guide action and simple enough to use. Visible milestones, short feedback loops and honest reporting rebuild confidence faster than additional layers of presentation.
